SBA Expands Financing Opportunities for Manufacturers

The U.S. Small Business Administration (SBA) has announced important updates designed to make financing more accessible and affordable for small manufacturers (NAICS codes 31–33).

Starting October 1, 2025, the SBA will waive both the 0.5% guarantee fee and the 0.209% annual service fee on 504 manufacturing loans. By reducing these fees, manufacturers can realize significant cost savings when securing SBA financing for growth, expansion, or other business needs.

In addition to the fee waiver, the SBA has launched the Manufacturer’s Access to Revolving Credit (MARC) program — its first-ever line of credit dedicated specifically to manufacturers. With loan limits of up to $5 million and an SBA guarantee of up to 85% for lenders, MARC provides flexible working capital that can be structured as either a revolving line of credit or a term loan. This program is designed to support short-term needs such as inventory, new projects, or scaling operations, and works as a strong complement to a an SBA 504 expansion project.

These updates reflect the SBA’s commitment to supporting the U.S. manufacturing sector, which comprises 98% small businesses. By lowering barriers to capital and offering new tools like MARC, the SBA is helping manufacturers grow their operations, hire more employees, reshore production, and strengthen supply chains.
